Job Description

This position is meant to support the Finance department of AsIa Unit on the daily financial management especially for Mizoram Project.


Purpose of Post:


Execute administrative and finance related tasks and follow up of project accountancy to support the Project Finance Manager following DWBI standard and procedures, in order to ensure legal compliance and keep a strict control over monetary resources to achieve Unit objectives.


Functional and Hierarchical Lines:


Hierarchically and Functionally accountable to the ACMA (Finance & Accounts Manager)

MAIN TASKS & RESPONSABILITY :


Bookkeeping of accounts books of the Mission in Tally :


• Bookkeeping of all the vouchers into Tally

• Verification of monthly financial accounts following pre-defined checklists

• Responsible for the monthly/ year end closing and report to CAL Office under the supervision of ACMA.

• Liaise with CAL Office concerning specific pre-defined observations issues related to conversion of books of accounts (e.g. rectifications, clarifications, etc.)

• Audit development: point of contact in terms of information to prepare, follow-up, coordination with other departments (Logistic, Medical and HR) with the supervision of ACMA.

• Audit follow-up: ensure recommended action is put in place based on auditor’s suggestions & final report across the whole mission with the supervision of ACMA

• Attend external / internal meetings regarding Accountancy implications as well as contribute to improve processes, taking into account MSF standard policies as well as Accountancy requirements


Financial Management (Payment and Advances) :

• Timely payment of invoices and legal commitments (e.g. rent, utility bills)

• Check the validity and authenticity of all the documents for payments as per MSF standards and Indian Accountancy regulations.

• Manage and follow up advances on the basis of valid documents and timely reimbursement.


Management of Delhi Coordination Cash Box :

• Manages the coordination cashboxes (follow up of advances and keeping the advance book physical and reconciliation inventory)

• Data encoding of the cash movements in Finance Field Connection (FFC).

• Ensuring that expenditures are validated by the management as per the validation table

• Weekly cash count

• Prepare weekly and monthly reconciliations under the supervision of ACMA.

• Report immediately any discrepancy in the Cash Box to FINCO.


Administrative tasks :


• Prepare the vouchers related to the payments.

• Filing and archiving accounting documents.

• Prepare, manage and follow up on different contracts such as rent agreements.

• Participate in the briefing for all new arrivals related to the financial guide lines (advances, perdiems, personal calls, etc.)

• Follow-up of the payment of the utilities related to Office, Guest House and Expat. Houses.

Qualifications :

• Minimum Diploma/ Bachelor’s degree in Accounts /Finance


Work experience :

• Essential at least 1 year experience of Accountancy/book-keeping

• Working knowledge of Tally ERP9 required, including GST Accounting

• Availability to travel to project locations;

• Ability to organize and prioritize workload & taking initiative when appropriate;

• Attention to detail and accuracy;

• High level of confidentiality and diplomacy;

• Good knowledge of written & spoken English and local languages;

• Able to integrate into a multi-cultural team and cooperate with co-workers;

• Demonstrates flexibility in taking up tasks outside of regular job responsibilities as required;

• Very good knowledge of MS Office especially MS Word and MS Excel.
