Job Description

Duties and Responsibilities


a) Coordination with Ministry of Health and Family Welfare:

SPO will work closely with Immunization Division, Ministry of Health and Family Welfare to compile inputs and draft Standard Operating Procedures, Guidelines and Workflow for the new modules of CoWIN.


b) Coordination with State Directorates:

Sharing information and guidelines with states and compiling information from States and UTs as and when requested by Ministry of Health and Family Welfare. SPO is expected to maintain repository of SOPs, Letters and Guidelines approved and shared by Ministry of Health and Family Welfare.


c) Capacity building

Support in preparation of Training material in coordination with Immunization Division to ensure that the SOPs are effectively rolled out. SPO is expected to coordinate with MoHFW to periodically arrange training activities and video conferences.


Any other task related to Health System Strengthening assigned by the supervisor.

Key advantages of utilizing Co-WIN for UIP includes:

a) Comprehensive and uniform beneficiary database:

More than 109 crore beneficiaries are already registered includes 53 crores females. This database can utilize to track and mobilize pregnant women to get registered for Td vaccination and subsequently register their children for routine immunization.

This database can be accessed by healthcare workers across the country at the time of vaccination and beneficiary can avail service anywhere in the country, thus mitigating risk of migration and frequent movement.

b) More than 2.5 lakh registered Vaccinators and COVID Vaccination Centres:

More than 2.5 lakh vaccinators are already registered on CoWIN who are conducting COVID vaccination in more than 3 lakh COVID Vaccination Centres. These health care workers and session sites are part of overall Universe of ANMs and Session Sites marked for Routine Immunization.

c) Health Care workers and Program Managers of all states and UTs are well versed with CoWIN:

CoWIN being “Single source of truth” for COVID vaccination is used by all Health Care workers and program managers at the last mile, district, state and national level. UIP and RCH services can be replicated in CoWIN with optimum capacity building requirements.

d) Technically Sound Architecture:

CoWIN is designed for managing the vaccination status of more than 1.3 Billion beneficiaries. The technical architecture is good enough handle upto 1.3 billion hits per day with any down time and lead time. For digitization of national programs includes UIP and RCH with no technical glitch and architecture can be scaled up to take additional load.

e) Leveraging eVIN and CoWIN Human Resources:

Existing network of eVIN (Electronic Vaccine Intelligence Network) and CoWIN (Winning over COVID) in the form of VCCM (Vaccine and Cold Chain Manager), Project officers, IT officers and State Project officers will be able to scale up U-WIN smoothly across all States and UTs.


Reporting:

Senior Project Officer will report to Team Lead, Health and Governance, UNDP India country office.


Renumeration: 1,45,000/- Per month.


Essential Criteria:

- Minimum 3 years of work experience in Public Health related projects at state or national level.

- Thorough knowledge and understanding of Routine Immunization program in India. Good experience of working in field.

- Experience in working on large scale digital health related projects.


Qualifications:

• Minimum Requirement Post graduation in Public Health/ / Hospital Management/ /Supply Chain Management from a reputed University / Business Administration.

• Bachelor’s degree in health sciences will be preferred
