Senior Program Manager (SPM) will work closely with Program Director (PD). The SPM will lead a team of Program Leader (PL) and Gandhi Fellows (GFs) to support state govt in developing a future ready public institution through leadership and organizational development interventions.
The SPM will conduct situational analysis, develop strategy roadmap, provide advisory support and manage implementation to strengthen institutional capabilities. Therefore, helping the public institution achieve a performing level to lead its envisioned functions of leadership development, educational planning & management, and action research.
Key Performance Indicator
• 4-year institution strengthening program designed, accepted and implemented
• Effective implementation of leadership development program, and organizational development milestones
• On-time and high-quality execution of the planned programs
• Scalable and customizable solutions for opportunities in the government education and internal organizational practices
• Successful partnerships and relationship with critical stakeholders in the government and in the state’s education ecosystem

Key roles and responsibilities
Product Development and Delivery (50%)
1. Design organisational development strategies (25%)
I. Design and conduct situational analysis to determine baseline of institutional capabilities
II. Consult with internal and external stakeholders/partners to identify key levers of change
III. Develop institutional strengthening roadmap and workplan
IV. Provide advisory on designing institutional structure, role definition, resource forecasting, setting up required cells as visualised in original policy and meet future readiness needs
V. Develop scalable and replication tools/templates and methodologies based on global leading practices and stakeholder needs
VI. Advisory on policy planning for leadership development and educational management
2. Design and implement School and Middle manager Leadership Development Program (25%)
I. Develop annual leadership development roadmap, scalable to cover all govt school leaders
II. Design and conduct baseline and endline to measure school leader and middle manager’s competency improvement based on competency assessment tool and rubric
III. Develop a pool of master facilitators to facilitate leadership workshops and provide follow-up
IV. Design curriculum and modules based on ADDIE model for a) facilitator b) institution faculty and c) school leadership development
Manage Partnership and Collaboration (25 %)
3. Manage stakeholders & partnership
• Develop and build strong relationships with officials at Directorate of Education, SmSA, and SIEMAT Officials
• Ensure timely reporting and delivery of outputs as envisioned in SIEMAT ToR
• Influence partners and generate necessary buy-ins/letters, build consensus to ensure timely support for implementation of solutions
• Collaborate with consultation firms and demonstrate a culture of collaboration beyond boundaries
• Understand the country’s education ecosystem and influence, engage other NGO’s and organizations
Mange Performance (25%)
4. Execute change and manage team performance
• Work closely with teams to successfully execute the end-to-end transformation roadmap and related OD/LD interventions
• Design and execute Transformation Management and Program Management Office frameworks, practices, tools and templates
• Manage team resources to meet critical needs and priorities
• Conduct timely debriefs and one- on -one conversations to build alignment between individual and team goals
