Project Officer (PO) will be responsible for providing the overall program oversight, mentorship, supportive supervision, strategic direction, and capacity building for all HIV treatment-related, SHARE INDIA-NISCHIT+ (National Initiative to Strengthen and Coordinate HIV-TB) project activities in the state of Andhra Pradesh. PO will work in close coordination with APSACS, DAPCU, PEPFAR, Global Fund partners, and all ART centers in the state and ensure that the Project achieves the UNAIDS goal of 95-95-95, with a major focus on 2nd & 3rd 95.


PO will be reporting to SPO, NISCHIT PLUS


Job Description:

• Integrate strategies to optimize the HIV testing to treatment cascade

• Technical assistance to ART centers to implement integrated care models of care including Hepatitis, Tuberculosis, NCDs, and Mental Health

• Ensure that all the PLHIV (including CLHIV as the national guidelines evolve) transitioned to TLD, as per the guidelines

• Provide technical expertise for implementing the Differentiated Service Delivery Models of care including a patient-centric package of care

• Technical assistance to ART centers to implement ART Multi-Month Dispensation and a package of services

• Technical assistance to the ART centers to prevent treatment interruption and maintain the highest treatment continuity tracking lost to follow-up and improving retention

• PO is expected to coordinate, collaborate and work closely with the state and district authorities (SACS, DAPCU) and other stakeholders for the implementation of NISCHIT+ project activities in the state


Roles and Responsibilities:

• Supportive Supervision: Monitor all the ART centers, and LAC/LAC+ centers in the districts allotted and provide the necessary support to the centers

• Support the project in rolling-out new initiatives, and approaches for improving outcomes along the HIV continuum of care with a particular focus on ART initiation (100%), adherence (>95%), retention (>90%), and viral suppression (>95%)

• Ensure that the SACEP meetings are conducted on regular basis and provide the necessary support

• Ensure that the HIV viral load results are utilized optimally by all ART centers

• Ensure that all the eligible PLHIV are initiated on IPT and also ensure monitoring completion rates

• Ensure that all the ART centers follow Advance Disease Management for the Opportunistic Infections

• Provide support for capacity building/training to the staff at various levels of ART centers

• Work in close coordination with the project staff i.e. SPO/PO/DCs/DEOs

• To ensure measures to strengthen the linkages of the ART centers with the ICTC, PPTCT, Pediatric ART, and HIV-TB program as well as with the Care Support Centers.

• Provide clinical support virtually to all the ART centers whenever required

• Attend ART CSC coordination meetings at the ART centers to provide inputs on the gaps identified in the ART program

• PO is expected to travel for a minimum of Five days (to monitor 7-10 ART centers) in a month


Liaison and Collaboration

• Represent SHARE INDIA at various platforms of state with SACS/DAPCU

• Ensure strong partnerships with TI NGOs, CBOs, PLHIV networks

• Liaise and collaborate with other USAID/CDC/Global fund partners at the state level, to ensure the HIV continuum of care

Eligibility Criteria

Qualifications required:

• MBBS with Two to three years experience in public health, preferably in HIV/AIDS

• MBBS with Post Graduation/Diploma will have an added advantage

• Team player with excellent skills in coordinating with expanded teams

• Excellent written and verbal communication skills

• Efficient in computer skills/MS Office

• Good negotiation and problem-solving skills

• MCI recognition is mandatory

• Age: Below 45 years of age.
