Full Time – District Engagement Officer

Title : District Engagement Officer

Organization: Open Links Foundation

Duty Station: Pune, Ahmednagar, Nashik, Dharashiv (Osmanabad), Nagpur, Aurangabad.

Type of Employment: Contractual / Full time

Contract Duration: 11 months (revision as per performance)

No. of Position: 2 (In each District)

Joining: Immediate

Remuneration: Commensurate to experience.

 CONTEXT: This role is to aid the Division Managers and Program Director of Open Links Foundation and ensure smooth running of the programs and operations in the given district. Besides general administrative work, you will be tasked with overseeing and executing the tasks undertaken by the team and managing the entire backend work required for the effective functioning of the organization at District Level.


OBJECTIVE: The Engagement officers work closely with the district officials, DIET, BEOs and cluster head for training and to deliver the program. Teacher training is often conducted online. Some school visits are made to meet the teachers and understand the context. Frequent meetings with district and block officials help to unearth their current program/ information needs and pain areas – and provide solution for these. WhatsApp group are created at district level for teachers and cluster heads to support and provide updates/ data as needed. They work closely with the block heads and provide them data – to support the rollout in the district. Data is provided to EO and CEO periodically. Review should be done with BEOs/DEO and CEO on a monthly basis (can be done separately).

Key Deliverables for the position are as follows:

A. Vinoba Program Implementation at District Level.

B. Stakeholder Management at District Level, Block Level, Cluster Level.

C. Provide Training and Mentoring support to different stakeholders at multiple levels.

D. Problem Solving and Support for the Stakeholders using our existing system.

E. Needs assessment and Providing solutions to stakeholders at District/Block Level.

F.  Maximising Impact of Vinoba.

Detailed Job Description:

A. Planning Phase:

a. Identifying and appointing a Program Head for the Districts

b. Making a core team with representation from Tech-friendly teachers, 1-2 cluster heads, 1-2 block heads etc.

c.  Ensuring all Schools are uploaded and ready in the system before implementation

d. Ensuring the ZP teachers are uploaded and ready in the system before implementation

 

B. Implementation Phase:

a.  Induction training of Teachers - at-least 2 teachers, 1 cluster head from each block (master trainers) . Planning subsequent training for Teachers in the block. Highlighting the usefulness – On-ground training in District.

b. Induction training for cluster heads and Block heads - Highlighting the usefulness – On grond training in District.

c. Registration of teachers, cluster heads and block heads.

d. Follow-up with teachers – whose names are not registered or not found in list. Follow-up with cluster head for registration

e.  Running training at Block level and cluster level for teacher registration

f.  Putting content of interest for the teachers.

g. Uploading GRs/ Letters/ Circulars for the district

 

C. Post Implementation Phase:

a.  Running Post of the Month program. Identifying opportunities to celebrate teacher performance.

b.  Identifying and implementing other programs that can be run on Vinoba e.g. FLN, Saadhan vyakti.

c.  Identifying and implementing information needs that can be captured on Vinoba

d.  Identifying Information needs and discussing and developing an action plan with respective Stakeholders in the delivery chain and ensuring the clarification on all details before implementation.

f.   Working with BEOs, Cluster heads and teachers – to ensure – that the delivery chain of education is trained and supported. Run periodic training program as required.

g.  Supporting the BEOs, Cluster Heads, Teachers – by responding to their calls or on the Whatsapp chat groups.

h.  Making a monthly plan of what we want to do over next month/quarter.

i.   Weekly review meeting with Program Head

j.   Monthly review meeting with DEO, DIET head, CEO etc.

QUALIFICATIONS:

  1. Education: Graduation / Post-graduation in social work, international development, public policy, rural management, economics, or a relevant field.
  2. Undiluted passion for the development sector is required.

 Work – Ex      : 2 to 4 years

 Skills              : Proficient with the MS Office.

                        Excellent communication skills.

Quick learner

  Self-motivated.

 Personal Attributes: Integrity and social intelligence

Language: Basic proficiency of reading, writing in English, Hindi and Marathi.
