Collective Good Foundation currently houses the Urban Health Initiative, an Initiative which adopts a multi-disciplinary approach to address health and related issues of people living in urban areas, with a focus on the urban poor and vulnerable populations. The Urban Health Initiative intends to bring together urban practitioners, public health experts, donor agencies, government stakeholders and non-profit organisations to develop a convergent, longitudinal and preventive approach to primary healthcare in India. It minimizes duplication of efforts and captures, contextualizes and replicates best practices, while fostering innovation.

 

About the Role


The Collective Good Foundation (CGF) intends to recruit a Senior Associate – Urban Planning and Governance for the Urban Health Initiative. The Senior Associate will play a critical role in shaping the strategy of the Urban Health Initiative, integrating urban planning and governance perspective into the interventions of the Urban Health Initiative. Therefore, it is important that the selected candidate has:

-      Familiarity with the functioning of Urban Local Bodies (ULBs) and urban governance in India, with hands-on work experience with at least 2-3 municipal corporations.

-      An understanding of public finance management, municipal bonds, municipal budgeting and expenditure management. Additional knowledge of health financing will be useful.

-      Ability to filter relevant information and present the same in a coherent and articulate manner in the overall context of urban health.

 

Overall, we are looking for an energetic, analytical and passionate young professional who is driven and self-motivated. Since co-ordination with multiple internal and external stakeholders is required, it is important that the selected candidate is familiar, adept and comfortable working with a diverse group of people.

 

Key Functions and Responsibilities

 

·     Examine the current health governance mechanism in select cities across India, identifying gaps and challenges, and recommend city-specific governance reforms.

·     Research, document and evaluate existing innovative approaches, and national and international experiences of addressing urban health issues, from an urban governance and sustainability perspective.

·     Study existing levels of fiscal decentralization, expenditure management and revenue management for public health programs in ULBs, and provide inputs for streamlining/ enhancing them.

·     Work with urban planning and town planning departments to integrate health and related interventions in development plans

·     Provide technical inputs in the designing, planning, integration and implementation of interventions for the Urban Health Initiative.

·     Assist in the conceptualization, design and execution of landscape analysis, needs assessments, research studies and rapid assessments (including support in the identification of research questions, conducting stakeholder interviews, etc.)

·     Assist in the development of presentations, concept notes, research briefs, project reports, case studies, etc. as required.

·     Organise and coordinate multi-stakeholder dialogues, seminars, roundtables and workshops to identify gaps and opportunities in the urban health space,

·     Coordinate with internal and external team members, as required.

·     Perform any other tasks and responsibilities as may be required, from time to time.


Eligibility Criteria

Educational Qualification and Professional Experience

 

·       Advanced university degree or equivalent in urbanization / urban policy, urban development, sustainability, governance, public administration, economics, finance, public policy or related field.

·       4-5 years of relevant experience in one or more of the following: city government, public policy, public finance, health finance, consulting, (preference will be given to candidates who have previously worked with ULBs on health or related field).

 

Necessary Skillset

 

·       Experience of working with the urban local bodies in India, to streamline/ implement health or related interventions

·       Familiarity with public data sources related to Urban Local Bodies (ULBs) in India

·       Demonstrated expertise in conducting systems assessments, budget analysis, policy analysis; as well as familiarity with the municipal planning and budgeting process.

·       Strong analytical and communication skills, including the ability to write clear and concise reports and present findings to diverse audiences.

·       Keen interest in public health and related issues, and ability to adopt a multidisciplinary approach to solve health problems

·       Strong presentation, problem solving and analytical skills;

·       Intellectual curiosity and thirst for learning;

·       Attentive to detail and results-oriented.

·       Proactive, ability to self-motivate and work under minimal supervision.

·       Proficient in Excel, Microsoft Power Point, and Word.
