HDRI is a non profitable organisation registered under societies registration Act XXVI of 1961 in 1987. In the year 1993 a 15 bedded De addiction centre, Recovery de addiction centre was established with the support of Govt. of India. In 1995 a Free Health Clinic was established in Kolkata for the Migrant labours. In 1997 a massive STD/HIV Intervention Programme/ Sexual Health Programme started with the help of DFID. In 1999 Sexual Health Programme for Injecting Drug Users (IUDS) started with the support of DFID in Central Kolkata.
