Background:

The NFHS 5 report for Bihar indicates high rates of stunting (43%) and underweight (41%) among children, with 8.8% classified as Severely Acutely Malnourished. This emphasizes the need for targeted interventions to enhance health and nutrition services. Integrated Child Development Services (ICDS) is actively addressing these concerns through Anganwadi centres, offering supplementary nutrition, health check-ups, preschool education, and referral services. Emphasizing nutritional and health education, ICDS plays a crucial role in early childhood development and community well-being. Poshan Abhiyan 2.0, an updated phase, builds on previous success, aiming to further improve nutritional outcomes in Bihar through innovative strategies, technology, and community engagement, highlighting the state's commitment to addressing malnutrition and ensuring the holistic development of its young population.

The present consultancy position is proposed to support the office of ICDS at the state level on Poshan Abhiyaan tasks and deliverables for overall nutrition related work with special focus on the child nutrition. The consultancy shall be supported in partnership with State Resource Centre, Nalanda Medical College & Hospital (NMCH), Patna. The scope of work for this position is as under:



Roles and responsibilities:

1. Work closely with the ICDS directorate to support in preparation of technical presentations, need based technical communication with government agencies at the central and district level.

2. Support the department in releasing action letters to the districts based on monitoring findings

3. Support at the state level and coordinate with divisional team for Nutrition related programme/technical trainings for ICDS functionaries

4. Mentor, closely coordinate and follow-up with the divisional team members to document the programme progress, sharing feedback on District Nutrition Committee meeting presentation.


The above are subject to the current plan and may undergo a change depending upon actual programme scenario and in case of deviation, deliverables are subject to modifications. S/he will be based at the State ICDS office and shall be reporting to Director ICDS and technical supervisor, SRC NMCH.


Qualifications:

Essential:

Advanced (post-graduate) university degree in nutrition/ public health/ social sciences/ sociology/ management and adept at planning, assessment, monitoring and evaluation with a minimum of 2 years of experience in relevant field.

? Knowledge/Familiarity with the national flagship programmes (ICDS, NHM and others) and experience of working with Government (especially ICDS) is an asset.


Desirable:

Good delegation and advocacy skills

Proficient in drafting official documents/letters in English & Hindi

Good understanding of MS Office

Demonstrated ability to work in a multi-disciplinary environment and to establish harmonious and effective working relationships with governmental, academia and training institutions

Remuneration: Remuneration may depend on qualifications and experience of the candidate.
