Donors Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM)
BACKGROUND
Principal Recipient (PR) and Project Profile: PLAN INDIA envisions universal access to rights,
health, legal and social services for communities marginalized on account HIV or TB status, gender
and/or sexuality by strengthening the capacities of individuals and organizations working on HIV
prevention, care, support and treatment, and sexual and reproductive health interventions in India
through dissemination, networking, operations research, advocacy, training and other technical
assistance services. The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) has
entrusted PR with the responsibility of enhancing access to social protection services for the key
populations in selected states in the country under the India Country Coordinating
Mechanism (ICCM)’s COVID19 Response Mechanism grant. The implementation period of the grant
is 1
st December 2023 to 31st March 2024
Sub Recipient (SR) Profile:
The Humsafar Trust?founded in April 1994, is India’s first community-based organization (CBO) of
self-identified homosexual men, MSM, Hijras and LBT persons. The HIV interventions of HST are
supported by National AIDS Control Organization (NACO) and Mumbai District AIDS Control
Society (MDACS) to provide health services to Men who have sex with men (MSM) and Transgender
communities every year through Public Health Care delivery systems and its in-house clinics. HST
organises advocacy workshops for health care provides, law enforcement agencies, judiciary,
legislators, politicians and political parties, Government bodies, media, student community to sensitise
them on Gay, MSM and TG issues. HST also provides legal support, crisis management, mental health
and nutrition counselling to its communities.
The Humsafar Trust has been awarded a Global Fund Project as a sub-recipient to?build a strong,
sustainable, and resilient mechanism to address the needs of the key population through a community
response.?The proposed project focuses on creating an enabling environment by addressing structural
barriers including stigma and discrimination that affect access to HIV related services and social
entitlements. The project would be implemented in hard-to-reach areas and would target the unreached
population. Through this project, we also aim to provide access to HIV related services, and social
protection services and link them with skill development opportunities to unreached FSW, MSM, and
TG populations?through a people-centered, community-specific HIV-SRH service delivery model in
the intervention districts. ?
Sub-Sub-Recipient (SSR) Profile:
Mitra Shringar Samiti, a Community Based Organization registered in 2007 in Indore, India. It
focuses on empowering sexual minority communities in the country and advocates for discrimination
against these communities. Additionally, the organization is involved in preventing HIV and AIDS,
conducting research on the target group in India, and innovating sources and resources. The Vihaan
Project in Dhar district of Madhya Pradesh and the currently approved TI project on MSM (Men who
have Sex with Men) in Indore are specific initiatives undertaken by the organization with support from
MPSACS (Madhya Pradesh State AIDS Control Society).
Build and empower communities to build pathways for enhanced access to social protection and greater social accountability.
Address mental health issues and link with services to mitigate impact.
Establish, strengthen and sustain community-led collectives, CBOs, and community networks (informal and formal).
Reduce/address human-rights-related barriers hindering community response to HIV services.
