Job Title: Assistant Manager - MEAL

Key Job Responsibilities:


This role centres on steering the enhancement of the RISE UP application (in-house programmatic IT system), ensuring its alignment with CSA’s short-term and long-term goals. Beyond its development and enhancement, the position involves leveraging data generated by the system for in-depth analysis. This analysis forms the basis for comprehensive impact evaluation reports, serving as a compass for program performance. The reports not only assess program effectiveness but also furnish actionable insights, facilitating informed decision-making and continuous program refinement.


The role also demands proactive collaboration with cross-functional teams, ensuring that the RISE UP system not only meets immediate needs but also aligns with future objectives. This role offers an exciting opportunity to shape the trajectory of CSA’s programs, employing data-driven approaches to achieve meaningful impact and drive positive change in the lives of children and young people CSA works with. Specific job responsibilities are delineated below:


System Development & Project Management


Oversee the end-to-end lifecycle management of the RISE UP application (application CSA uses for financial and program management), from conceptualisation to implementation and continuous improvement, incorporating feedback and best practices.


Liaise with cross-functional teams to understand their data needs and ensure the application adequately supports diverse requirements, facilitating smooth data collection, analysis, and reporting processes.


Continuously assess the functionality and efficiency of existing technical systems, identifying gaps and proposing innovative solutions to optimise data collection, analysis, and visualisation processes.

Program Evaluation


Support the execution of impact evaluation frameworks, such as Logical Frameworks for all the interventions of CSA.


Design systems for data collection and assist in creation of actionable dashboards for evidence based decision-making for program operations.


Utilise data extracted from the RISE UP application to conduct in-depth data analysis, adhering to established frameworks and methodologies outlined by the team lead/specialist.


Prepare comprehensive evaluation reports through statistical analysis of the collected data to determine program outcomes and make data-driven recommendations for improvement.


Work closely with the team to present findings in a clear and actionable manner, facilitating evidence-based decision-making and contributing to the


continuous improvement of program operations.

Collaboration

Collaborate closely with stakeholders, including IT vendor, finance and program teams, to translate user requirements into technical specifications.


Drive the adoption and usage of technology platforms for efficient data management and reporting, providing periodic training and guidance to ensure staff proficiency in utilising the system effectively.


Communicate the updates to leadership, ensuring clear and concise communication regarding system developments and their impact on program operations and outcomes.


Upskilling


Actively engage in training opportunities to enhance personal skills and knowledge in Monitoring, Evaluation, Accountability & Learning (MEAL) practices.


Stay abreast of industry best practices, leveraging this knowledge to innovate and optimise the RISE UP system, enhancing its functionality, scalability, and usability.


Actively seek feedback from users and stakeholders, integrating their insights and suggestions into the ongoing development and refinement of the application.


Qualifications/Eligibility/Skills:

The ideal candidate should demonstrate proficiency in system development, adeptness in managing data analysis tools, and a keen eye for translating


complex data into actionable strategies. Moreover, a track record in driving system enhancements and delivering impactful evaluation reports will be pivotal. Adaptability, problem-solving skills, and a commitment to continuous learning will be essential.


Undergraduate degree or postgraduate degree with up to 4-8 years of experience, preferably in social impact space and prior experience in project management, program evaluation, data analyses.


Proficient in Microsoft Suite including intermediate to advanced MS-Excel skills (critical)


Proven ability to manage projects and user testing

Diligent, detail-oriented, thorough and systematic with processes
