Job Description: Communication Officer


SMRC is looking for a Communication Officer who is passionate about working in the development sector. The Communication Officer will lead the design and Implementation of the overall communication strategy of the project, socialise and position the work of the project at state, national and global levels. The engagement of the position will revolve around capacity building of Civil Society Organisations (CSOs) represented by Scheduled Tribes, youth, women, and persons with disabilities, towards collective inclusive action in six districts of Odisha viz. Gajapati, Ganjam, Koraput, Mayurbhanj, Puri, Rayagada.

Key Responsibilities

Internal communication

• Develop a clear understanding of the project, map out internal stakeholders of the project, assess communication needs and priorities for the project

• Formulate and roll out the internal communication strategy of the project in a way that increases understanding of key concepts (disability, gender, diversity, intersectionality), visibility of work and funding opportunities.

• Consult with internal stakeholders of the project and formulate a communication flow chart within the network of the project

• Develop information capturing and information validation processes, define roles and reporting schedules, and orient project teams to ensure the process

• Provide handholding support to the team and finalise official documents, progress reports, periodic statements, and MIS reports within the defined schedule and as per donor reporting templates

• Review and finalise training materials and content as per the communication guidelines of donors and partners

• Develop inclusive IEC materials within the project in consultation with a technical and operational team of the project

• Define strategy and provide guidance to the team for the collection and use of testimonies, good practices, impact documents, and case studies within the project

• Support project team as per donor’s visibility and communication requirement

• Monitor media on issues that interest and affect the project and provide regular updates to the project team

External communication

• Map out external stakeholders of the project and develop a communication strategy in a way that increases understanding of key concepts (disability, gender, diversity, intersectionality), visibility of work and funding opportunities

• Lead the design and implementation of the external communication strategy of the project in consultation with a technical and operational team of the project

• Manage project social media and press relations while building the capacity of the project team on social media guidelines and documentation

• Lead the development of the project newsletter and disseminate in relevant networks (starting from gathering and compiling content, final edits, getting approvals to dissemination)

• Establish and roll out case studies development process for internal and external use

• Lead the design and implementation of coordinated advocacy strategies and action plans at district, state, and national level

• Coordinate with consultants and ensure the drafting of quality documents to promote the project’s advocacy messages

• Closely monitor and share updates on the political and policy environment at the state and national level which is relevant to the project advocacy strategies

• Engage in relevant forums, networks and coalitions or with key partners at state, national, and international levels to promote projects and identify advocacy opportunity

• Take part in conferences and meetings in consultation with the project team

Education and Skills

• Master in Mass media/communication/ journalism or any relevant discipline

• Minimum 5 years of experience in communication in the development sector with at least 3 years of experience in developing, designing and implementing communication strategies and organisation representation

• Strong writing and analytical skills, experienced in concept ideation

• Proficiency in developing communication tools and techniques

• Experience with best practices of common social media platforms

• Excellent presentation skills in English, Odia

• Proven experience in producing quality IEC materials, case studies, reports

• Strong networking and advocacy skills

• Proficiency in MS-Office and relevant computer skill

SMRC’s core area of intervention is to apply modern rehabilitation techniques creatively and comprehensively.
