Job Description

Responsibilities:

Project Specific Role:

• Lead and Coordinate the whole team of Support Organization (SO) including focused monitoring and capacity building all SO staffs including Community Worker as well as periodic performance evaluation of SO team.

• Will largely focus on working with Water Users Association (WUA) or Producer groups of farm and aqua livelihoods and impress on related livilihoods activities like sincronised production activities, collectivization, primary grading if required, marketing of the produce etc.

• Liaison with District Project Management Unit (DPMU) for instruction, sharing information, reports and execution of Project activities of all stages through SO team i.e. Pre-planning to post implementation monitoring and agriculture business.

• Planning and execution of activities through team for mobilizing community , grounding PRA, building awareness, identification of new Minor Irrigation Schemes, collecting data, helping prepare Scheme feasibility report and DPR, forming, nurturing and strengthening of Water User Associations (WUA) and Cluster of WUAs, promoting participatory irrigation management, water management, Corpus building , grounding agriculture and allied activities, grounding withdrawal strategy, ensuring convergence between WUAs and line departments, etc. as approved by the DPMU/ SPMU.

• Prepare annual action plan, Capacity building plans, etc. and execution of such plans after obtaining approval from DPMU for the betterment and strengthening of the WUAs and Cluster of WUAs.

• Prepare Report, case studies, human interest stories, Grounding Grading of WUAs, maintain MIS, checking data using GIS platform, follow up deliverables against PDO indicators, etc.

• Execution of other relevant activities and tasks as found fit by the project authorities.



Allied Roles:

Financial Management:

• Manage project budgets in tandem with project head, NEWS accounts department and other concerned.

• Monitor project expenditures, ensuring alignment with budgetary allocations and donor guidelines.

Research and Data Management:

• Conduct biodiversity assessments, including species inventories, habitat mapping, and ecological surveys, to inform conservation planning and decision-making related to the project.

• Manage biodiversity data and maintain comprehensive databases of species records, habitat characteristics, and monitoring results.


Collaboration and Networking:

• Establish partnerships and collaborations with academic institutions, research organizations, and conservation networks to leverage expertise and resources for biodiversity conservation and livelihoods through agriculture, horticulture and aquaculture.

• Represent the project at relevant forums, conferences, and meetings to share knowledge, exchange best practices, and build alliances with other conservation stakeholders.


Administration and Operations:

• Supervise administrative staff to ensure the efficient operation of office facilities and equipment.

• Develop and implement administrative policies and procedures to support project activities.

• Manage logistics for project events, workshops, and meetings.

• Maintain accurate records and documentation related to project activities and agreements.


Compliance and Risk Management


• Ensure compliance with relevant laws, regulations, and donor requirements.

• Identify financial and operational risks and develop mitigation strategies.

• Provide guidance and support to project staff on compliance issues and risk management practices.


Scientific Coordination:

• Collaborate with scientific experts to integrate scientific principles into project planning and execution.

• Facilitate the implementation of scientific research complementary and data collection activities related to this action research-based project.

• Ensure that project activities aligning with scientific standards and best practices.


Reporting and Communication

• Prepare regular financial, administrative, and scientific reports for stakeholders.

• Liaise with project partners, government agencies, and donors to provide updates on project activities.

• Communicate effectively with internal and external stakeholders to address inquiries and feedback.

Qualifications:

• Advanced degree (Master Degree or Ph.D.) in Sociology, Social work or equivalent

• Minimum 4 years work experience with proven track record of leading multidisciplinary team in Livelihoods, agriculture, aquaculture, marketing of produce etc, community mobilization, monitoring, procurement, contract management, compliance with donor regulations and water related livelihood development Program/Projects.

• Strong analytical, problem-solving, and decision-making skills

• Excellent writing and communication abilities

• Ability to work collaboratively in a multicultural environment

• Proficiency in project management methodologies
