Senior contract and Procurement Specialist

a) Pay-

• Depending on the qualifications, experience, competencies, recent remuneration, etc. of the candidate, the consolidated the annual Cost to project (CTP) of the Sr. Procurement and Contract management Specialist will be determined and mutually agreed with the successful candidate, which would be in the range between Rs.18.00 lakh to Rs. 30.00 lakh per year.

• In case the last drawn salary of the candidates is less than the minimum salary assigned for the position, a maximum of 30% hike on the last drawn salary will be considered.

b) Age Limit- Maximum age of 62 years as on 16.08.2024

c) Educational Qualification -

• Graduate degree in Engineering.

• Candidates having ‘Professional Diploma in Public Procurement’ (PDPP), Certificate Program in Public Procurement (CPPP) / Certificate in Contract Management Program (CPCM) will be preferred.

d) Experience:

• Candidates must be having minimum 15 (Fifteen) years of professional experience in the field of public procurement and contract management and related activities in any State Government /Central Government /Semi-Government Bodies /PSUs/ large private organization.

• Candidates must be having working experience as a procurement and contract management official for at least 12 (Twelve) years in Externally Aided Projects (Asian Development Bank/ World Bank/JICA etc) out of which at least 7 (Seven) years’ experience in the rank of expert/specialist. The candidate must be familiar with ADB’s procurement Rules and Regulations and should have experience of procurement in any ADB project.

• About Organization:The Assam Skill University is being setup under External Aid Project (EAP) funded by Asian Development Bank. The Department of Economics Affairs, GoI has approved the financial assistance of $112 Million to ADB on 14th November 2019. The value of Project will be $140 Million (approx. Rs. 1,000 Cr) including the state share of 20%. In September 2020, the Assam Legislative Assembly passed the Assam Skill University Act to establish Assam Skill University (ASU) in accordance with the regulations of the Government of India’s University Grants Commission. The Government of Assam envisages ASU to (i) distinguish itself as a premium institution with its campus equipped with state-of-the-art facilities and technologies; (ii) conduct skills education and training integrated with higher education, applied R& D, entrepreneurship education and support; and (iii) raise skill levels to enhance the productivity and competitiveness of industries in Assam and the North Eastern Region.
