INTRODUCTION Catholic Relief Services (CRS) is a US based relief and development agency working in over 100 countries/territories to alleviate poverty and suffering. In India, CRS has managed development and emergency programs across India since 1946. Currently, CRS works with local partners to support programs in India in the areas of health, livelihoods (agriculture/nutrition), women and child protection, disaster risk reduction, and emergency response. Health is a signature program area in the CRS global strategy, and CRS and its partners strengthen health systems, support service delivery and develop innovative approaches to improve health care for the poor and marginalized populations. Health is a central sector in CRS programming in India. CRS supports local partners to implementing health programs India, including:
A USAID-funded project aimed at improving immunization services for children and eradicating polio.
A GAVI-funded project that supports a Civil Society Organization platform to strengthen immunization systems and services.
An innovative mHealth project called the Reducing Maternal and Neonatal Deaths (ReMiND) that supports government community health workers and their supervisors (ASHA Workers and ASHA Sanginis) to improve counseling and data collection and strengthen supportive supervision.
A project that leverages the involvement of key decision makers within the household, particularly men, and improve the quality of antenatal care in MCH services at community level with a particular emphasis on respectful care.
In line with the Agency’s strategic emphasis on MEAL, CRS/India is seeking to hire a MEAL Coordinator to build MEAL capacity, improve overall program quality, and promote learning in the Health sector.

REASON FOR THE HIRE
CRS is looking for a dynamic individual to take on the position of MEAL Coordinator to ensure high quality monitoring, evaluation, accountability and learning (MEAL) across all of CRS India’s Health programs through the development and implementation of effective M&E systems and processes that directly contribute to improved program quality and achievement of program objectives, and to strengthen country program staff and partners MEAL capacity. The MEAL Coordinator will be responsible for supervising CRS India MEAL staff working in the Health sector, and coordinating efforts with project/program managers. The MEAL Coordinator will keep abreast of agency and industry best/good practices in MEAL to ensure the use of technically and operationally appropriate MEAL methods and tools in CRS India’s Health programming.

ROLES AND RESPONSIBILITIES
a) MEAL in Design
Provide technical support for the design and implementation of project design assessments, gender analysis, stakeholder analysis, and other pre-proposal data collection and analysis.
During project design and proposal development, provide technical support to develop and review theories of change, results frameworks, Proframes, MEAL plans, MEAL narratives, and MEAL budgets.
Desired Candidate Profile
Post Graduation - Post Graduate-Other
MEAL in Design: Developing project-level Theories of Change, Results Frameworks, Proframes, related MEAL system tools and components, and accompanying MEAL narratives.
Monitoring: Implementing monitoring activities, including timely collection of quality data, set up and maintenance of databases, facilitation of participatory reflection on monitoring results, and submission of timely progress reports.
