Job Description

We are seeking a motivated technical lead for our Technical Assistance support to NRLM to advance gender integration and transformation, as part of our Initiative for What Works to Advance Women and Girls in the Economy. The lead will be responsible for working closely with national and state governments, and a community of practitioners including experts, practitioner organizations, and researchers to thoughtfully advance this work. 

This technical lead will be responsible forInstitutionBuilding (IB),Capacity Building (CB),Social Inclusion (SI),&Social Development (SD).  This is a national level position, responsible for providing overall guidance to JS-RL and Mission Director-DAY - NRLM, Ministry of Rural development and State Rural Livelihood Missions in the implementation of DAY-NRLM mission across the country especially in promotion and strengthening of SHGs and their federations, capacity building of mission staff and CBO’s staff, implementation of social inclusion and social development interventions and recruitment, training and management of SRLM staff performance.  Also, S/he is responsible for supporting the mission in policy advocacy, development of new project proposals, preparation of Project implementation plans, budgets, advisories, training materials and modules, coordination with other line departments, partner organisations, donor organisations and international and national level NGOs. 

RESPONSIBILITIES

Technical Resource Group:

Coordinate the TRG meetings and ensure participation from Ministry of Rural Development (including all relevant stakeholders identified).

Strategy and Operationalization Support –National and State Level

1. Policy lead for gender mainstreaming efforts at NRLM

2. Lead for interface with SRLMs on NRLMs gender strategy and NRPs

3. Oversee project implementation, progress reviews for need based change and effective roll out of IWWAGE pilots in 4 states

4. Lead for NRLM’s gender capacity building with SRLMs

5. Lead Institution Building, Capacity Building, Social Inclusion, Social Development components of DAY-NRLM

6. Ensure the development and rollout of results-based gender strategy for NRLM that includes elements that are gender-integrative and gender transformative across institutions and verticals

7. Facilitate NRLM and SRLMs in preparation of state specific operational strategies for implementation of FNHW, Gender and Social inclusion interventions

8. Preparation and issuing necessary guidelines, training materials and modules and advisories to SRLMs for implementation of Institution Building, Capacity Building, Gender Integration, Social inclusion, and FNHW

9. Work out a strategy for Mission Expansion into new block and improve the foot print of DAY-NRLM

10. Responsible for formulation of Annual Action Plans (AAP)/ Detailed Project Reports (DPRs) of Promotion of Mission Expansion, Deepening of Mission Activities

11. Support JS-RL and Mission Director-DAY - NRLM in the appraisal of AAPs and DPRs

12. Provide views and comments on the feasibility and sustainability of various initiatives/ action plans submitted by State Governments

13. Support JS-RL and Mission Director-DAY - NRLMin preparation of new project proposals, Project Implementation plans and coordination with World Bank and partner organisations

14. Support JS-RL and Mission Director-DAY - NRLMin implementation of World Bank Supported NRETP project in 13 SRLMs

15. Review the strategy for identification, development, use of Community Resource Person (CRP) and ensure creation of large pool of CRPs

16. Facilitate the State Missions in the recruitment of right Human Resources for implementation of Mission activities at va

Eligibility Criteria

• Post Graduate Degree in related discipline from a reputed academic institution • S/he should have a minimum 15 years of experience in the relevant area of specialisation

S/he should have worked in the State/National level livelihoods project and should have led Institution Building, Capacity Building, Social Inclusion, FNHW, Gender components and activities involving a large number of SHGs and Community Based Institutions

S/he should have a minimum 15 years of experience in the relevant area of specialisation

S/he should have demonstrated abilities in designing the Community Institution Structures/ Nurturing the Community Institutions in the democratic functioning, facilitating the CBOs to attain sustainability and take up Social Inclusion, FNHW and Gender for larger public good;

1. S/he should have worked extensively with Government agencies. Working experience in Non-Government Organisations (NGOs), International Donor agencies would be an added advantage

The Centre of Excellence for Women’s Empowerment Collectives (CEWEC) is a learning platform on evidence-based empowerment approaches and models of institutionalized gender and empowerment social infrastructure at multiple levels of governance in the livelihoods mission, and as a hub or resource base of feminist and SHG promoting organizations and their approaches.
